Steve Dwyer

Legal/Judicial Experience: Presiding Chief Judge, Washington State Court of Appeals (all divisions) (2013 – 2014); Chief Judge, Court of Appeals, Division One (2010 - 2012); Judge, Court of Appeals (2005 – present); Judge, Snohomish County Superior Court (2004 – 2005); Judge, Snohomish County District Court (1995 – 2004).

Other Professional Experience: Attorney in private practice (1984 – 1995); Appellate Court Judicial Law Clerk (1982 – 1984).

Education: J.D., with honors, University of Washington School of Law (1982); B.A., University of Puget Sound (1979).

Community Service: Edmonds City Council (1984 – 1995); Edmonds Lions Club (27 years).

Statement: Judge Steve Dwyer was elected to the Washington State Court of Appeals in 2005. Prior to that, he was elected to the Snohomish County District Court (serving 9 years) and to the Snohomish County Superior Court (serving 2 years). He is the only person in the county’s history to be elected to all 3 positions.

In addition, on 10 occasions, Judge Dwyer has served as a temporary member of the Washington State Supreme Court, hearing and deciding cases with the justices. In his 22 years as a judge, he has ruled on cases of all types, from district court speeding ticket hearings to the final Supreme Court appeal of an aggravated first degree murder conviction.

In 2003, Judge Dwyer was honored with the Washington State Bar Association’s “Outstanding Judge” award. In 2001, he received a state “Judge of the Year” award from the Washington State Trial Lawyers Association.

In his decade as an appellate judge, Judge Dwyer has decided over 2200 appeals, authoring more than 750 majority opinions. He has also co-authored 3 published law review articles and is a frequent lecturer at judicial and bar education events.
