Elected Experience: Incumbent Jefferson County Assessor 2014 – 2018.

Other Professional Experience: Additional 14 years in the Assessor’s Office including county cartographer, appraiser, and senior deputy.  Computer mapping system implementation.   State accredited Real Property Appraiser.   Computer programmer, developer, and data systems analyst for private utility company.  Construction contracting.

Education: Columbia University and Evergreen State College (undergraduate); Associate of Applied Science /AA/ Engineering Certificate Peninsula College; Appraisal and Microsoft training and certification.

Community Service: Board & Legislative Chair, Back Country Horsemen Washington; Boards of various trail coalitions; Governor’s recreation subcommittees.

Statement: My first five years as Assessor have coincided with the implementation of new software that allows for both physical and statistical assessments of all parcels in Jefferson County. The migration to full function of this new software is a six-year implementation cycle which will run through 2019 with the inspections of the parcels within the City of Port Townsend. I have developed many new routines that allow for cyclic valuations and annual trending of values as well as validation of property tax levies against the assessment rolls. During this time, we have implemented new technologies such as tablet-based field appraisal devices, cloud services, and upgraded mapping platforms. I look forward to completing the six-year cycle in 2019, and then continuing to improve the system to allow for increased accuracy of statistical analysis as well as better management of exemptions and current use/timber special programs. I will improve the long-term viability of the county land-based parcel system for use by government departments and public taxpayers while maintaining transparency, equity, and cost-effective operations.
